Project (Balancing Economic Development and Environmental Planning for Tourism in Rural Europe) is funded by the European Commission (DG Regional Development – ECOS OUVERTURE) and implemented by local authorities and organizations of the social and private sectors. Four countries participate in the project: Greece, Sweden, Romania and Hungary. The principal partners of the project are:
    • The Prefectural Authority of Preveza, Greece – Project Promoter
    • The Country Administration of Vasterbotten, Sweden
    • The County Council of Maramures, Romania
    • The Local Government of Gyor-Moson-Sopron County, Hungary
    • PRISMA Centre for Development Studies, Greece-Project Co-ordinator.

A host of other associate partners were involved, who assisted the principal partner in each participating region with the project implementation. The project has developed an innovative methodology fo the resolution of land use conflict based on evaluation and consensus planning in areas where the development of tourism harms or may harm the environment. This methodology follows a two-pronged approach. Firstly, it uses public participation to involve citizens in negotiations with local and regional authorities for the resolution of conflict. Secondly, it enables stakeholders to develop future scenarios and evaluate them against the principles of sustainable development.

The project team has been assisted in the implementation of the project methodology by a panel of European experts, originating from countries outside the project partnership. This panel acted also as external evaluators of the project results. The innovative project methodology was piloted in seven case-study areas, located within the participating regions of Epirus, Vasterbottenn, Maramures and Gyor-Moson-Sopron.

The project was implemented between July 2000 and December 2002.
